On September 27, 2005, the Washington Exchange Carrier Association (WECA) sent a letter to the Commissioners requesting that the Commission initiate a docket to consider the recommendations from WECA's Report on Phantom Traffic. What is Phantom Traffic? Local telephone companies recover part of their operating costs by charging other companies "access charges" for delivering messages on their network. Telephone calls are supposed to be accompanied by electronic data, such as the originating area code or telephone company. This information allows the local carrier to track access charge minutes and bill for them. Phantom Traffic refers to calls that do not have sufficient information or records for the local phone company to bill for access charges.
