Cost Assessment Guidelines for Local Solid Waste Management Planning

A cost assessment is a comprehensive, system-wide review of a
solid waste plan's cost which considers the dollar impact on ratepayers
of a plan's recommendations, and provides sufficient information to
estimate future rate levels.
