UTC enters final order on a complaint filed by Qwest complaint against McLeodUSA Telecommunications Services, Inc. d/b/a PAETEC Business Services

On December 1, 2010, the Commission issued Order 06 - Final Order Denying Petition for Administrative Review.

Background:
The Commission held a prehearing conference on July 29, 2009, at 10:00 a.m. on a formal complaint filed by Qwest Corporation against McLeodUSA Telecommunications Services, Inc., d/b/a PAETEC Business Services (McLeod). The complaint alleges that McLeod's assessment of its Wholesale Service Ordering Charge violates RCW 80.04.110, which prohibits conduct by a competitor that is unreasonable, discriminatory, illegal, unfair or intending or tending to oppress the complainant, or to stifle competition. McLeod filed its answer to the complaint on July 2, 2009. (Docket 090892, see "Documents" link below for more information.)

The Commission issued a prehearing conference order (Order 01) in this matter on July 30, 2009. On October 14, Order 03 was entered granting the request to amend the procedural schedule as follows:
