The Commission approves and adopts settlement agreement on a complaint against Verizon Northwest Inc.

Staff and Verizon Northwest, Inc., filed a Settlement Agreement in this proceeding on August 12, 2009. Based on its preliminary review of the agreement, the Commission determines it should conduct a settlement hearing to inquire of the parties with respect to certain terms proposed for adoption.

The Commission will conducted a hearing concerning the Settlement Agreement on Thursday, August 27, 2009, at the Commission's headquarters: 1300 S. Evergreen Park Drive S.W., Olympia, Washington. On September 1, 2009, the Administrative Law Judge entered its Initial Order 02 Approving and Adopting the Settlement Agreement. The Commission issued its Notice of Finality on September 10, 2009.

Background:
The commission issued a complaint against Verizon Northwest Inc. for failing to properly charge discounted Washington Telephone Assistance program rates to eligible customers and improperly charging city taxes to customers located outside city limits.

Commission staff requests that the commission impose monetary penalties on Verizon in the amount of $107,800, under the authority provided by RCW 80.04.380.

A prehearing conference was held at UTC headquarters in Olympia on April 21, 2009, at 1:30 p.m.
