The Commission adopts permanent rules to implement revisions to RCW 80.80 regarding greenhouse gas emissions as reflected in Senate Bill 5989 and House Bill 2129. The Commission filed its Adoption Order and rules with the Code Reviser on November 9, 2010. The rules will be effective on the 31st day following filing (December 10, 2010).
On September 3, 2010, the Commission issued a Notice of Opportunity to Submit Written Comments on Proposed Rules. The Commission filed the CR-102 regarding greenhouse gas emissions with the Code Reviser on September 1, 2010. Comments on the proposed rules are due by Monday, October 4, 2010. The Commission also schedules a proposed rule adoption hearing for Wednesday, October 27, 2010, at 1:30 p.m, in the Commission's Hearing Room, Second Floor, Richard Hemstad Building, 1300 S. The commission filed a Preproposal Statement of Inquiry (CR-101) with the Office of the Code Reviser on June 23, 2010, to consider adopting rules to implement revisions to RCW 80.80 regarding greenhouse gases emissions. These revisions are required by Senate Bill 5989 and House Bill 2129, which took effect July 26, 2009. This rulemaking proposes revisions to WAC 480-100 to reflect those changes. Commission staff has developed discussion draft rules. The commission invites written comments on the discussion draft by July 26, 2010.
