Utilities and Transportation Commission Announces Three Key Appointments

OLYMPIA, Wash. – The Utilities and Transportation Commission (UTC) today announced three key personnel decisions.

UTC Executive Director David Danner will take on the additional duties of secretary of the state agency. He currently oversees regulatory and policy matters, legislative affairs and outreach. In addition to those duties, he will now be responsible for approving delegated orders of the commission and overseeing agency operations and administration. He will retain the title of Executive Director.

Danner, 52, joined the commission in September 2005, after having served on the state’s Pollution Control Hearings Board and as executive policy adviser to Gov. Gary Locke. He holds a bachelor’s degree from Columbia University, a master’s degree from the University of Washington and a law degree from George Washington University.

Mike Parvinen has been appointed the new assistant director for energy. Parvinen, 45, has worked in the UTC Energy Section for more than 20 years in a variety of roles, including as a regulatory analyst and most recently, as deputy assistant director. He graduated from Montana College of Mineral Science and Technology with a bachelor of science in business. Parvinen is a trained emergency medical technician and has been a volunteer firefighter in Olympia for five years.

Mark Vasconi will serve as acting assistant director for telecommunications. Vasconi, 50, joined the UTC as the telecommunication’s deputy assistant director in May. He has more than 20 years experience in the telecommunications field and recently worked at AT&T Alascom. He holds a master’s in economics from the University of Montana.

The UTC regulates the rates and services of telecommunications companies; investor-owned electric utilities; natural gas and water companies; garbage-collection haulers; moving and charter-bus companies, commercial ferries; railroad and pipeline safety; and one low-level radioactive waste site.
