This is a scanned copy of a final Feb. 2006 report by a task force of the National Association of Regulatory Utility Commissions (NARUC) chaired by Montana PSC Chairman Greg Jergeson and Washington UTC Commissioner Philip Jones. The survey asked state regulatory commissions how they treat telephone companies that are eligible for universal service funding (eligible telecommunications companies, or ETCs). Because the complete report is quite large (176 pages) the file below is just the first 25 pages containing the survey findings (1.3 megabytes):
