Public Comment

Your voice is important! The Washington Utilities and Transportation Commission welcomes your participating in its decision-making process.

If you have received a rate change notice in your utility bill, you can share your public comment with the commission.

How to Comment
To submit your comment:

    1) Use the Online Comment Form; or
    2) E-mail comments@utc.wa.gov; or
    3) Call the Consumer Protection Help Line at 1-888-333-WUTC (9882); or
    4) Write the UTC at P.O. Box 47250, Olympia, WA 98504. Please include a return address and a brief description of the subject you are commenting on.

Open Meetings
The vast majority of decisions regarding your utility services are made during the commissions regularly-scheduled open meetings. These meetings process thousands of filings a year. For information on the next open meeting and most recent filings by utility companies, visit our open meeting page.

Formal Cases
If the proceeding you are interested in has been "suspended" for formal review, the public comment process is different. In a formal case, the commissioners sit as judges and are not allowed to communicate with anyone about the case outside the hearing room. You can write the commission about the case but it does not become part of the record until formally submitted by a recognized party in the case. In most electric, natural gas and telephone cases, Public Counsel is a recognized party with the responsibility of representing the consumer.
  • You can learn more about formal cases with our rate case primer.
  • You can review the major active cases on our hearings page.
  • Commission policy and its regulation of companies are established through rulemakings.
Notice of Public Record:
Electronic messages received at the Commission will be treated the same as if the message had been sent via the post office (paper correspondence). You may expect to receive a response within a reasonable time period. Please be aware that all comments you send to the commission are public record, subject to public inspection in compliance with RCW 42.17.260.
